How come the World Cup was NEVER won by an outsider while they're relatively common in continental tournaments?

*I make an exception for the 1954 edition because Hungary was supposed to win it all. But West Germany turned out to be quite the opposite of an outsider

Copa America has occasional strong generations from teams like Chile or Colombia who manage to win.
Euro is pretty solid. Really only Greece sticks out as a legitimate outsider.
Other conferences are less stable but still have regular leaders.

Because you're looking at them in hindsight and don't realize that several winners absolutely were considered outsiders the first time they won.
I can tell you for a fact that no one expected Germany to win in 54, to the point where the final win was literally nicknamed a "miracle".

Nah, not really.
They weren't too bad. Had been consistenly in the top 10 in the Cola ranking for the four years prior, if you give a shit about that.
Zidane of course was considered a strong player. The team as a whole wasn't really regarded a strong tournament team though. They were maybe a dark horse, certainly not a favourite for the title.
