Despite low scoring, football is ultimately a very low variance sport, unlike hockey. The best teams simply are the best. 7 games is enough that while you may get surprises like Uruguay or Croatia or Morocco making it deep, mid level teams almost never get past the round of 8, and the winner is always a legitimate top 5 team.
