You would of course need 12 teams for 32 which is too many so you have to get those playoff daowen so only 4 progress. You just need basically 4 finals with the top 4 best placed 3rd place already in the finals, you get 8 teams left to play an extra game each to get into that playoff final. The thing is tho FIFA is all about selling tickets, and TV rights. Playing more games is actually an advantage, doing better (as in qualifying for the next round) without playoffs is a financial disadvantage even for those teams.
