Relevance isn't based on success. Look at Netherlands; they are still revered from the era of the 1970s when they won fuck all, and then again in the 90s when they also won fuck all. This isn't hard to understand: any country with great players (not just one or two) is considered good, not matter what the country actually achieves (Belgium is a good example, or England).
