India doesn't allow dual citizenship, so Indian diaspora can't represent the Indian national football team unless they give up their birth passport. So the vast majority of Indian diaspora will never do that because it would mean sacrificing the travel benefits of a first-worlder.

Although FWIW, Pakistan and Bangladesh do allow dual citizenship and have some diaspora playing for their national teams, and they're even worse than India. So it'a not like there's a goldmine of South Asian players waiting to be tapped into.
