By the time the US had already confirmed and consolidated themselves as the best destination, roughly the time frame you mentioned, Americans were also getting progressively more restrictive with immigration. They had literacy tests, quotas, stricter demands for certain countries et cetera. Moving to some shithole in Paraguay was easier and I think most people didn't realise how bad it could get there. And I doubt illiterate farmers cared that much either.
