So if a team does not want to score they will still have to advance otherwise they risk giving a free kick near their box, and if they do it too much they risk a penalty kick. Also, if they cross their half they will probably be tempted to score naturally once in a while anyway, so it decentivizes that type of playstyle without outright making it illegal.
