Scotland can literally be abolished or redrawn at the whim of Parliament. It has no inherent authority at all over literally anything. There is no technical standard for country that the member bodies of the UK meet and it is purely a matter of tradition (and the fact that “country” in fact has no technical standard as is a completely meaningless term, see Basque Country, the West Country, Big Sky Country for other totally country countries). However when using “country” in the geopolitical sense rather the wholesome local/geographic identity sense, the UK is the only country in the UK.
