Attackers should be worried about camping inside this line, because they can be offside by a millimeter or so. This way the attacker has to shoot through defense (requires good skill) or break through the line of defense himself carrying the ball (requires good skill). If the rule was permissive attackers would just go the easier way that is to camp a bit ahead of the last defender, ruining the challenge that is breaking through defense. You want to reward cheap, cheesy tactics

Offsides rule should be if one foot is still behind the defenders then it's ok. So if most of your body is past the defenders but you still have one foot aligned, then it's on-side.
