There simply aren't forty-eight national teams out there good enough to provide some entertaining or high stakes matches at the World Cup. It's not like there's been some disgregation of a huge football country in the last years either (as was the case with the Soviet Union and Yugoslavia in the nineties). Contract the number of teams at the World Cup. Can you imagine a rugby or cricket world cup with over twenty teams?
