It's far less of a function of fiscal responsibility than it is having stable employment because you possess skills that are in demand.
The two are very distinct, and also the idea of fiscal responsibility as it bears out in the real world isn't nearly as cut-and-dry as you're making it out to be.
I would argue that if you are relatively low-skilled, making $40-50k per year with unstable employment, as long as you are actively working to improve your value in the job market, pinching pennies and spending responsibly is usually counterproductive.

The reason for this is that jumping up a socioeconomic class is almost always a result of networking/socialization and making connections.
Successful people are generally pretty allergic to anyone who shows signs of scarcity.
They really only want to associate with and contribute to the success of other people who are already successful.
The don't really care about helping out the downtrodden; the only do it through charity as a result of vanity.
If you get around them hoping to forge connections, it's important to make sure and give the impression that you don't have "poverty brain" and aren't covered up in spendthrift habits.
There are a lot of components to this

I have friends of friends who come from family-type wealth all over Europe. In virtually every country, it is mind-blowingly easy to sit on wealth and shelter it from being leeched/taxed away from you.
Not so in the US. Piggy-banking money just means it just devalues by 2-3% per year. Sitting on raw land results in the same thing due to property taxes, but usually worse.
In the US, money is a purposefully and fairly rapidly devaluing commodity most heavily incentivized to be reinvested back into the economy in pursuit of gain. If you don't do that, you get punished.
American families go from comfortably wealthy to middling in the span of 3 generations all the time, just as hustlers born into modest circumstances move in the opposite direction.

This is shitty, but it exists for a reason.
That reason is that doctors in the US who spend 12 years going to school and eating shit in internships and residency demand to be paid equivalent to other high-paid professions when it's all said and done.
Doctors swear a hippocratic oath. They're not allowed to be openly evil and amoral pieces of shit at work, whereas the majority of people who work in IB, hedge funds, and private equity (those who really get paid) not only can, and not only are encouraged to, but are pretty much required to.

Hospital bed time and medical goods and services could easily be cheaper in this country given the presence of a simple free market, but then doctors would be angry that they weren't getting paid as well, and would be constantly turning away people who needed life-altering or life-saving treatments for lack of cash.
