That's just not true, and even if it were there are plenty of players who mature after international selection. You're missing the point. You're thinking about this as if every player has some kind of set destiny. If an academy decides to take a foreign player into an academy over a native, that foreigner is now being invested into. Every time this choice is made, potential is lost. What does that player do after he retires? Former players who have strong emotional ties to their country are more likely to also serve their country with coaching and mentorship. All of these small relationships that hold up a program are lost because of a silly miopic, and frankly defeatist view of "uhh well if they're good they play for the country and if not they play for the worse country".
In any case you're doing a good job demonstrating why this is just another thing that's incapable of fixing in our new beautiful multicultural society.

Because the cost of potentially missing out on players who go on to play for their parents/grandparents country is massively offset by just having a much wider pool of talent to pick from. And the best of that talent will end up playing for the home country anyway.
Academies exist to train players, true, but a more important role is filtering out players to find the best ones.

It isn't even "wasted" as it boosts competition by giving your "enemies" somewhat capable teams making the cup better and also your players as they have more challenging ops to train with.
As you can see most of imports happen from weaker football nations importing players from those programs with the exceptions mainly being border nations.

Would sure be an interesting match against fucking curazao or cap verde if they couldn't cannibalize some 3rd rung athletes from those programs.
