Why did they (with the exception of Croatia) become so shit at football? Poland made the semis twice, Hungary and Czechoslovakia made the final twice each, and now they're almost all sub-CAF tier.

Hungary's football was killed by the Soviets invading the country in 1956. Players left the country (including youth players), lost all their talent and knowledge.
