The ref, then, has to stay consistent but be ready to dish out cards in order to keep things things safe and coherent. Oftentimes they have a tough time doing this, like in yesterday's France-Paraguay match.In any case, blatant rough housing and takedowns tend to be called, regardless of the ref. In my hypethetical variant those (and more) would always be fair game.
