nah, instead make it so each gk is allowed 2 rugby tackles in the box per game
if the game goes to ET, the allowance is one per keeper (tackles not used after normal time do not roll over)
during pens they are never allowed

Tim Howard had a goal scored on him by a goalkeeper with Man U. It haunted him for a long time and messed with him mentally. Fast forward to Howard playing on Everton and he drills a goal thanks to weather. Instead of celebrating his miraculous achievement, Howard was subdued because he remembered how much trauma it caused him and didn't want to show up his goalkeeping colleague
