Penalty kicks should only be awarded for certain fouls. Like accidental handballs, slight contact in the box that does not stop an inminent goal scoring threat, pushing around during corners and other such soft fouls should award a direct free kick inside the box instead. Like a backpass to the keeper. Only serious fouls and denial of goal scoring chances should reward a penalty.
Get rid of the goalkeeper position and just make the goals smaller
