Well, FIFA has been proven in past to be comically corrupt in several cases, they range from many high profile sponsorship corruption cases and over the famous cash suitcases in hotel rooms for the African votes to minor swiss watch gift cases. Even Western nations that pride themselves for their low corruption have been found to support the corruption. Now, does FIFA draw a sharp line internally between administrative corruption and technical corruption in the games? That would be too good, since games are closely related to viewership metrics and ad revenue you have to assume that there must be favored teams.
