Use it only for offside calls. Maybe for violent conduct. The first time VAR was used was for the Zidane headbutt, going completely against the rules of course.
NHL has coach challenges you can only use once per game, otherwise refs won't generally check just because you whine about it. You also get punished if the coach is incorrect. I think that works better

VAR is used at the end of each half.It confirms the result of that half.If there are any irregularities during the first half, the match is reset and a new referee takes over the match.If there are still irregularities at the end of the match, time it taken to confirm what those irregularities are, and if intentional dives/fouls or other actions are found, the team which has committed them is disqualified. It'll be chaos at first, but eventually teams will realise that you do actually have to play by the rules.

>>156693333each team gets 2 var cards per game that they can use to challenge a call. the coach throws the card on the field when play is stopped if he wants to challenge a call. the var review can only go back to the perceived wrong call or foul. once those cards are used, var can no longer be used to review fouls. var can be used throughout the game for any goal or penalty review but nothing else. once challenged, if the challenging team is correct, all play after the foul is annulled and the game restarted.
3 max var review per team, only the coach can call it via a red button
VAR is not a problem, with or without it, it would still be rigged
