The idea was to be able to hire skilled foreigners like CR7, but the result was Italians got thrown in the garbage as any foreign footballer was cheaper than domestic.

Look at any serie a side pre 2019 and now they had lots of Italians in their squads now teams have 1-2 Italians.

The question is more whether the Serie A is as attractive as it was some decades ago. Inter got into the UCL finals in recent years so I wouldn't say they're completely irrelevant.
