How is FIFA selling the World Cup any different than the FIA selling Formula 1? FIA/FIFA would still control all the sporting elements. Business people would just run the business part.

Its literally the same model, fifa and fia have the event which countryes apply to host sometimes paying for it and they organize more or less how the grand pix/tournament will go withing fia/fifa guidelines, and the countrys get some revenue
