-Soccer can no longer be seen as a cash cow. You do not need expensive fees to participate in europe, soccer is the poor's people sport. You throw two shirts on the ground, that's the goal, and you take whatever kind of ball you have around, doesnt even have to be leather, we used to play with those colored balls with black pentagons all the time, they floated everywhere but that was good enough. So all you really need is a ball that can hold up slight, in truth. Should cost you more than five dollars. That is first and most vital thing, unless you lower the cost of entry, nothing will come out of what needs to follow.
-Early scouting. Everywhere. Need an extensive amount of people on the ground even for the stupidiest match in bumfuck nowhere to watch six years old play footy.
-Hire european staff who worked in academies before, you cant get that knowledge out of thin air as to the type of exercises are needed to develop soccer skills. You will also have to make choices here as to how you envision your future team, like how La Masia has a clear view on how any barca kids should play, like they said before, they dont train strikers or defenders, first they train kids to hold the ball, to control, to dribble, and then they pivot them to attackers/defenders depending on their strengths. Thats one philosophy, pick yours.
-Don't expect to win any time soon. Yes Morocco is doing really well, but the football culture was already ingrained in the morrocan kids a long time ago, they just didnt have the infrastructure. The US mission is quite different, you need not only to support willing youths, you actualy need to create a soccer spirit, which is much harder. I always mentionned money related to the cost of entry in this process, that's what doesnt need to be subsized. You don't need academies for your entire youth system, no country does that. What you do is your make it cheap to get into soccer, and then you have one/two national academies. Now please don't tell me that shelling dollaridoos for one or two academies for America is a lot or I will laugh.
The coaches outside of academies for local clubs are barely paid, its a side hussle that you do to gain experience, looks good on resumes. If you really want more serious stuff between local clubs and academies, you need club academies. That one is financed by the club itself, so not the public, and those pay the scouts. It's basicaly speculation so you guys should love that, betting on young talents to turn major profits selling them to bigger clubs. If you dont go for club academies, then yes, you will have to shell some more money for scouts. Now thats where you make a decision of how many you put on the ground. That can be a lot, that can be not much, it all depends on what budget considers okay for soccer, so thats entirely up to you. If you are okay with lots of money, you can cover even the smallest town you've ever heard, if not stick to the big cities, you will already get plenty of talents. US soccer is no longer relying on these clubs to develop players. 16 of the 26 players in the US team came from MLS academies; most of the rest were overseas or too old to play in one of these academies. Pulisic is probably the last usmnt player to not be from a mls or usl academy

The "local club" is a sever hours long drive away for many people. The figures you are talking about seeing families spend is largely for travel teams. Due to the size of the country and the low popularity of the sport, it involves a lot of travel to face other competitive teams. It costs very little to sign your kid up for a local rec league or play for their middle school or high school teams.

All the guys we have who would be truly elite soccer players are point guards or power forwards in the NBA, or tight ends and receivers and quarterbacks in the NFL, or short stops and outfielders in MLB, or even a big chunk of hockey players in the NHL.

The US has too many other powerful sports leagues that hoover up our best athletic talent, and soccer is a latecomer that's not ingrained in American sports culture like it is in Europe and South America. Soccer gets the dregs of US sporting talent, even at the World Cup level.

Coaching, poor coaching and poor strategy. There should be more coaching and a better level of managers. The Belgium game showed naivete again, same as the Netherlands game did. You've seen the webms. The athletic capital is there for QF. The strategy and scanning, the decision making keeps piling up to not meeting that potential.

False 9 is not fucking shorthand for a player who isn't a conventional striker to play as a striker

In our league, there used to be decent pro/rel rules which meant even the big teams could be relegated (in fact, it happened to one of our two biggest clubs) but after that fiasco there were a LOT of retarded changes so that would never happen again and now the Primera División has 30 teams instead of 20 AND it went from 4 to 2 relegations, so it's straight up impossible for any serious team to be relegated because there are too many shitters in the league. So now, the level of our league keeps going down since clubs keep selling their good players to Europe ASAP since as long as they stay in the Primera División their fans will keep watching them anyway.

It's just different here. The point I'm making is that this is not the reason why soccer is the 5th sport. In southern cities/regions with both an NFL and a D1 college team, the college team is often more popular. What you saw during USA's World Cup matches was actually more a reflection of college football culture than anything that will ever happen at a pro soccer game.
Maybe this sport in particular lends itself to that way of doing things but the lack of it has not been a problem for fans of any other sport here. Soccer is unpopular because it's seen as eurofaggot shit, which is ironically also the reason MLS redditmod trannies like it. A lot of people have it backwards. Soccer in the US isn't a rich kid sport because poor kids can't afford to play. As others have mentioned, youth soccer leagues are usually very cheap and kids as young as 12 can play for their middle school and then high school teams essentially for free.

Soccer is a rich kid sport because only rich kids ever dream of being a star soccer player above a star football, baseball, basketball, or even hockey player in the US. I'm sure there are plenty of first generation American kids that might grow up thinking that for a time because of their parents' interest, but it's pretty hard to maintain that goal when all of your peers are massive fans of different sports. Lots of our top athletes, even the ones that grew up poor, played soccer. They just gave it up when they had to focus on the sport they were most passionate about.
