Why not just split the World Cup into Elite and Babby tournaments? One 48 team tournament where the feel good stories of non-UEFA can win something, and one 16-team tournament for the tryhard teams. Would be 64 teams, a tournament every two years (four years between each specific tournament). The 8 quarterfinalists of the Babby/the 8 teams that get grouped in the Elites will be promoted/relegated to the other to ensure both tournaments have big names and underdog stories. The small teams get to have increased visibility and funding while the big teams get to have the prestige and lightened-workload calendar. Why not?
