FIFA don't need private equity, in fact they have billions in reserves. If ticket prices were kept low, they would get sold out extremely quickly and people would get price gouged on the black market, as FIFA has been quick to point out. But when you make ticket prices high, there is way too much money, and how they dealt with this in the past is to make FIFA non-profit, all such excess goes back into the game. That was one of its (if you'll excuse the pun) selling points. Top players don't get paid competitively by their national teams relative to their clubs. All those players are essentially playing "for free" when they play internationally. A critical point of this is the profits raised go back into the game. It's essentially like a charity but for football. For some of the worse players the FIFA prize money is for sure meaningful. If FIFA started paying the best players commensurately then that would be a start to making it a for-profit organization. But that would cripple the smaller nations even more by the best players being enticed by higher salaries. If you were feeling mean you could get rid of investing back into the game and just give it all to the players. This is just inventing a middle man and giving money to them. I don't know how stupid you'd have to be to fall for it.
