Across all of history and keeping in mind all international competitions, I think everyone can agree on the top nine (the eight teams that have won the WC + the Netherlands). If we were only counting the World Cup one could argue for Belgium being the next one up, but they've never won a Euro and so I'm inclined to place them behind at least Portugal. After that it's a blur including Belgium, Hungary, Czechoslovakia, Poland, and debatably Chile, Mexico, Denmark, and Sweden. If we're really going back in time we can also throw in the other three Home Nations too.

I don't rate them, but I do respect them. Belgium has all the problems that make them rank very, very low among the serious footballing countries. Their success is very recent and you can see that by how hard it is to recall Belgian legends from the last century. You have Pfaff, Ceulemans, Scifo and... yeah. And for a country that's only recently been good at the sport, they haven't accomplished that much either. To make things worse, their clubs aren't successful in the continental level either.
It goes without saying that they're far below every World Cup winner + the Netherlands. But I'd also rank them below the likes of Croatia, Portugal, Denmark, Sweden and Hungary. They belong somewhere along Poland and Chile.

But all things considered, I hope Belgium are able to repeat their 2010s success and even surpass it. It wouldn't bother me at all to see them consolidate themselves as a competitive side.
