There's simply no economic incentive to any of it. 8-10 games a year for a venue that can in the mean time only be filled by about the 20 most popular musicians 3-5 soccer teams on an international tour and potentially a mid-tier college bowl game.
Football Stadiums should be in unusable parts of the metro area, have a special train that goes there, and otherwise it can just sulk, being maintained and not being an albatross that sucks away neighborhood.

Actual Chicagoan here. There's a part that's lost in all the meetings which is the fact that ironically by moving the stadium to Hammond, it's closer by maybe 30 minutes than if they actually moved to Arlington Heights. One big problem is to get to Arlington Heights you need to go on the main highway I-90/94 that goes right by the largest International Airport in the United States, O'Hare. The traffic would be impossible and it would take well over 2 hours for fans in Chicago to get to the bears stadium had it been built there. Meanwhile this new location in Hammond can be reached in less than 30 minutes thanks to the I-90 Skyway.

You should check stadium (not team) websites to see what's happening in the future for any given facility. Atlanta has 6 non-sports events between now and the end of the year. MetLife in NYC has 4 concerts between now and the end of the year. SoFi in LA has half a dozen concerts line up although most of them are for multiple nights. Dallas has 7 non-football events lined up through the end of 2026 including a couple of multi-night concerts.

There's not nearly that much going on in big football stadiums each year compared to other sports venues. Football stadiums are going to be closed way more than they're open, for that reason anon is correct that there's little reason to keep them downtown unless the owner or city just wants to.
