i do kind of feel bad for them.this team is the epitome of institutional failure and weakminded losers. i think it would take a mahomes level talent coming in to fix them. every player that signs is only going for money and knows they suck so just phones it in, every draft pick with potential is mentally broken by the loser mentality locker room within a couple years unless they are insane. everyone who hears the name browns when theyre picked gets that sinking feeling in their stomach. its even worse because they had a historic winning franchise in the ravens and then they just left and won more superbowls that should have belonged to cleverland. honestly its never getting better, id just change team, stop caring, or troon out if i was from cleveland

Notice how the one year they did stumble into decent QB play with Baker is the year they won a playoff game. All relegation would do in this case is punish a team and fanbase for having the worst luck at the hardest position to fill in sports, much like how in post-Bosman soccer it only punishes teams for not being owned by the richest sheik or oil magnate. Yes, there's plenty of other shit they've screwed up, but a franchise QB papers over a ton of flaws and gives teams an enormous margin for error.
