This is just financial trickery. Spurs are signing both Savinho and Marmoush from City, but Marmoush has a sell-on clause so City would have to give a percentage of his transfer fee to Eintracht Frankfurt. If Spurs are paying 140m for both of them anyway, City can basically increase the price of Savinho and lower the price of Marmoush, which means more money goes in City's pocket and less gets paid to Frankfurt.
