Nta, but I think the phrasing is just kind of weird.
"Uefa bringing criminal legal action" makes it sound uefa is prosecuting him themselves.
I'm guessing what it actually means is UEFA is reporting corruption evidence/allegations and the appropriate government body will indict/prosecute him

yeah, it just means they are intending to file what would be a criminal charges:
>"criminal mismanagement" and/or "disloyal management" (criminal acts under Article 158 of the Swiss Criminal Code)
Which means at least three things:
(a) UEFA think they have enough evidence to allege what is, to all intents and purposes, corruption.
(b) UEFA can now shove their noses into any and every fucking thing Jonny & Co. were dumb enough to put on paper
(c) there is no way back for these parties.

The wording is a bit strange alright, should be a criminal complaint with perhaps legal action against him themselves based on his criminal behaviour against them specifically.

It seems the evaluation of FIFA it is a main sticking point of the criminal accusation - "an absurdly low enterprise value". Without something like he could always claim that he was elected president to make decisions and their not liking the decisions in no way meant he was guilty of wrongdoing. But if they can prove he knowingly concocted an outright scam he could face serious criminal proceedings - as has happened to multiple FIFA presidents and officials in the recent past by the way lol, it's not some crazy new thing.

A problem for UEFA is that he's still actually clinging on to his position like a cockroach, and the margins look to be relatively slim to ensure he is actually voted out in the next election. So if all of those others associations around the world are happy with his conduct the weight of evidence would seem to like hugely on UEFA, and they would basically have to claim all the people still supporting him are part of or at least accessories to the criminal conspiracy.
