Leipzig doesnt exist to win things it exists to promote the RB brand and to sell players, if they have a good season thats good for Red Bull, not because it means they'll invest more into fighting for titles but rather because they'll make big bucks in the transfer market. Never, ever has Leipzig made a big signing or spent a lot to win something.
