Assuming this entire thing is more than a pure nothingburger (very unlikely): They would not be able to join any UEFA competition, UEFA would exclude them from tons of stuff and charge them insane amounts of money. They might try to join the UAE league or some shit, but even if they succeed, plenty of their fans would riot and the British authorities would eventually come after all their England-based assets
The English FA would generally be rabidly against it, as would most other relevant countries because they don’t want this idea to spread

With infinite money, they could try. They'd pay every other club 100 trillion for participating, and they wouldn't have to worry about a lack of fan appeal since they have infinite money. Getting there would still be hard since UEFA and maybe also FIFA (not sure, they might genuinely be in favor since it weakens UEFA) would oppose this with all their might
But they don't have infinite money. They just have a whole lot of money. Last time a Super League was attempted, it backfired. And it remains a very unlikable concept in my opinion: big clubs wanting more money for themselves because they just can't get enough (and also cannot work with their billions properly, see Barca), so they shit on sportive performance (which they have already hollowed out immensely due to their financial advantage) and invite clubs by name and brand value
Also, this would not really harm FIFA. FIFA still makes the game. It would only hurt UEFA
You can dislike UEFA and especially FIFA, but just because one guy in an argument is an asshole, the other one isn't automatically cool. He might be an even bigger asshole
