It is entertainment. Watching and following football is supposed to be fun. I may have allegiances to a team, but I only do that because it is fun to be attached to a team and to have someone to root for.

The moment football stops being fun because its being bogged down by infinite regulations, many people will give up and take their attention elsewhere to things which are more enjoyable to spend their free time on (video games, films/TV, music, even Youtube).

It is in the interests of fun for football to be spontaneous and unpredictable, where you can't immediately predict the outcome of any given season. When you introduce rules saying "teams can only spend based on their revenue", you make things predictable, you make it so I can easily predict "Well, Arsenal are going to win this season and probably the next too, because they already have the best team and now they also have the advantage of being a traditional big club which has a right to spend more money, according to the rules". Or I can also predict "Despite Tottenham being shit and finishing in 17th, they won't ever be relegated because their massive stadium revenue and non-footballing events like Beyonce concerts mean they can spend their way out of every bad situation."

It's the same with something like VAR. You introduce a system which enforces rules at the expense of fun. Now the game is more "legally correct" but isn't as good to watch as a result.
