The only "people" (brown third worlders) that care about City's "cheating" (daring to challenge the dominance of the red cartel) are "fans" (brown third worlders) of said red cartel
Approximately none of them have any interest in fairness, they genuinely believe that winning titles 60 years ago means they get to dominate the league forever and that the rules should (as they already do) reflect this
Any "cheating" that undermines the big clubs and their dysgenic biomass fanbase is not only not real cheating, it is in fact the moral course of action

It does seem a bit arbitrary. They've "cheated" by using their own money. And if they had a sponsor that had instead paid them a bunch of money then it wouldn't have counted as "cheating". Does that mean success in the prem is ultimately based on sponsorships? That seems strange
