I don't get the Chargers and Bengals. Both have had franchise quarterbacks. Its not like they just got them, they've had them for like half a decade at this point. Getting a reliable top 15 franchise QB is literally the hardest part.

How is it possible they haven't been able to assemble the other pieces around them by this point? How are these teams still floundering?
