The first things that started fucking up rain racing was parc ferme limiting setup changes to keep the cars from aquaplaning and when tire manufacturers stopped bringing a full tire selection to races. I can't remember if there was an actual rule about how many tires you could have or Michelin was just lazy when they didn't have a separate intermediate and wet tire in the 00s but once you have a single tire supplier then they aren't going to spend money and just bring one moderate rain tire instead of having the ole' "monsoon" and suddenly you just can't fucking race in some weather.
