>>96432251I think GW is keeping these 'faction but chaos flavoured' as an ace up the sleeve to play when they need money and need it pronto.Until then I think the best you can do is convert your own chaos aesthetically modified factions and just play them without chaos powers. Or if you want to play them as a chaos faction, make sure to let your opponents play their own homebrew and/or legends vehicles. That's how I was able to convince an opponent to let me play my own homebrew infantry.
3rd edition Codex Daemonhunters mentioned Eldars psykers following Tzeentch as an examples of how to run Eldar with the Daemons (which had rudimentary rules in) that codex) to create narrative battles against the titular Daemonhunters. (Page 49)
