I like magic items that summon monsters. Especially when the monsters just show up and aren't magically compelled to obey their summoner.

It's a fun mechanic.

There should be a clear distinction and power disparity between a summon you create and summon versus a creature you call to you. This should also apply to spirits and other forms of undead.

so, traditional summons like
>summon wolf pack
>summon grizzly bear
would be standard summoning spells, ofc what i reffered above doesnt come from anywhere in particular if you're asking for source.

but you'd also want some kind of spell like
>Create Summon Spell
that would let you create a creature of your own liking using templates, like the types of strikes it can do

>magic projectile
as well as some kind of major magical effect, a minor magical effect and a exploitable flaw to close it out.

It is, but it's Rod of Wonder nonsense rather than a good idea. It's hard to make adding combatants into a sound mechanic, which is one reason D&D has never been able to get summoners or necromancers right.
