What is the best system to play as slick operators like the crew from Heat?

I think Usual Suspects is a terrible movie that's aged incredibly poorly and the only good thing to come out of it is https://youtu.be/6haBMbtXSLg?si=VV8eA_InLI55yKJz.

There's no point evaluating that crew at all, because there's not an ounce of realism to their methods or actions.

Depends. If you like gear autism then Twilight 2k probably does it. I'd rather use something like Mini Six where character abilities are bell curved and reliable, but then you have to be OK with guns being mostly interchangeable.
