Our GM rules, quite consistently, that torture doesn't work. Balls twisting, nails pulling, waterbroarding and so on deals no HP damage so it's wasted effort.

I found this on d20PFSRD. idk if it's legal in standard gameplay but still:

Telekinesis (5th Level transmutation)

>You move objects or creatures by concentrating on them. Depending on the version selected, the spell can provide a gentle, sustained force, perform a variety of combat maneuvers, or exert a single short, violent thrust.

If most people agree you can use grapple to twist an arm, you can very well do the same with testicles.

Even just grabbing nuts can cause massive pain and many grappling martial arts teach a few ways to do so.

In D&D, most creatures have something that is essentially a mystical, personal barrier protecting themselves. It is what helps stops mages from being able to do things like "I summon a marble in his throat" or "I teleport this humpback whale on top of his head."

Because of this magical "personal space" field, a lot of utility spells can't be used as attack spells, and overcoming this No-No Shield requires higher level spells and not just someone somehow being the first mage to ever try killing someone with a spell intended to clean dishes.

Many forms of torture deal damage to a person's body. It makes more sense to rule these kinds of things as dealing nonlethal damage, and then providing a bonus on intimidation checks.

At least, assuming that torture works. Which it often doesn't, because people are more prone to saying actually anything to get them out of the torture than they are to give you the true information that you want. In a magic world though, I guess it may be possible for you to use magic to detect any false confessions.

I don't care. you're trying to use a very explicitly non-combat spell for an action that is very obviously an attack.

I'd rule it doesn't work on moving creature that can feel and actively move to avoid the telekinetic focus. I would allow this if the target is immobilized and can't move to avoid the caster's focus. Otherwise no.

the intention of the rule is that in his games torture doesn't work, so you don't spend time torturing NPCs. It might be that he doesn't like his players being sadistic, or maybe he had a group that tried to solve everything with torture instead of scouting, negotiating, spying and other methods; so he made some random rule to motivate different approaches. It's not a rare thing, people do that with rape all the time.

here's a few:
>the BBEG's minions are undead/constructs/mindless elementals so they don't feel pain, you can't rape or torture them
>the NPC in question has a capsule of poison in their teeth and will swallow it to kill themselves to avoid torture and questioning
>the NPC is latently possessed by a lesser demon and if you rape or torture him the demon awakens, morphs his body and triggers a battle with the party
>the npc has a runic tattoo which casts an automatic teleport spell, blinking them away if they reach a certain threshold of damage to their HP
>the NPC's screams alert nearby minions and triggers a fight with the party

In GURPS, this would just be at -3 to target groin with an appropriate spell. I don’t think theres a specific Wrench Groin skill but you can either make one or just punch them there. Groin hit location in gurps inflicts a penalty to stun tests for crushing damage, so it would work about as you’d expect.
