In many cases, a lot of it comes down to the fact that the IP owner often has too much input and control of the creation of the RPG.That said, there are a few standouts that did create a great game; WEG Star Wars, Serenity, and Dragon Age.

Probably very collectable now, but ended up on clearance in the 90s given that the film may be a cult classic, but it was something of a box-office bomb in its day. Although in fairness to Tank Girl as a whole, because who doesn't love the original comics, the entire MasterBook/MasterDeck thing never really got any market traction. Never played it, but for all I know it was hot garbage.
