The Eldar and Dark Eldar aren't really worth mentioning since neither of them are actually threats to the Imperium.

An Archon character that uses a hellion board or has huge bat scourge wings would be cool. An implied skyrocket to power due to the nature of hellions and scourges. Plus an excuse for a thrill seeking, risk taking Archon that gets stuck in themselves. They can still stack the deck in their favour by having a giant reserve of bodies and a reliable Haemonculi that brings them back.

What kind of leeway to chapters have to remake their banners? They're supposed to be holy relics but obviously they can be updated but what's the protocol for that. The battle of Macragge was relatively recent even by nu-timeline standards but now it's the chapter standard. Dawn of War mentioned the Blood Ravens making their victory over the necrons their company standard and <my dudes> remade all their banners after they lost their homeworld
