What is the best pick on the civilized/beast spectrum for trolls?
Able to talk? Use tools? Use clothes? Driven by hunger, greed or more elevated pursuits? Folklore tales seem to mix all of them depending on the story

If you're smart, you'll find a way to do all of them.

I like to be consistent so players can actually learn about their environment. I could do all of them but would have to use different monsters. Still, just wanted to talk and hear about trolls

What kind of troll are we talking? Cave troll? Mountain troll, sea troll, forest troll? 4chan troll?

If you only want 1 statblock for them then yeah "mindless regenerating animal" is your best best

Depends on what setting. Which is?

Bridge troll is always the peak form of troll. Enough brute strength to take and comfortably hold a small piece of essential infrastructure, just enough intelligence and understanding of civilization to establish a toll for those trying to use it.
