We will fill out the sub-sectors one by one, starting with the capital sub sector, for the capital planet itself I am thinking that if we don't roll a hive world it could be randomized. A capital world doesn't have to be the jewel of a sector after all as long as the paperwork are in order the Imperium is happy, also it would be funny if on paper a mining world or something is the sector capital but it's a shithole.For the number of planets I am thinking a 1d6 + a number depending on the size of the sub-sector.For example the capital sub sector will have a +2 to the roll, while a larger sub-sector like the Bleakthorn sub-sector for example will have a +5. This number can be pretty fluid, but we might come up with a better system as we move forward.This might change as we go along, as will the map since I can add or remove stuff when needed, the only exception being the white lines as they are drawn directly onto the starmap. One has damn near 0 people on it despite feeding half the sector probably, the other has a GORILLION people on it despite having virtually no solid land and feudal-level technology.How the agri wold survives in close orbit next to an extremely high energy star, I dunno yet. Likewise, how the water world supports billions and billions of people with nothing but catching fish using hand-woven nets and wooden vessels, I have no idea. Doubly so since that planet's hot enough to just have permanent giga-hurricanes churning basically permanently. I will say though, if you do manage to survive that shit using nothing but caravels and carracks, you're probably a great Space Marine-to-be.

The planned agri-world got almost nobody, so the admech sent over just enough to run the automated harvesters. All the settlers got dumped on the waterworld and now it's coated in floating shantytowns. No one noticed or cared about the mistake, or thought the reports they got were clearly in error, so that's why there's almost zero adeptus presence on either world. There's probably a few worlds in the sector that are completely empty of colonists and the admins are furious that those worlds aren't returning their messages. Whichever quill-pusher was in charge really screwed the grox on this job.

But all joking aside, the only way I can think it "works" is if we go full Waterworld, with the largest populations living on the decaying, floating remnants of the colony ships that carried them there. Eventually they'll all sink, especially given the perpetual mega-hurricanes, but for now the Dark Age era hulls hold out, and at least some of their archaeotech components work well enough to produce fresh water and dredge the shallower parts of the oceans for needed mineral resources.Everyone else is remnants of either ships that crashed/landed later, trade vessels that really shouldn't have gotten too close, or runaways from the big ships that stole whatever they could and prayed they'd make it on the waves. And eventually the runaways evolve into groups of merchants, pirates and nomads, depending how successful and clever they were.
