That actually happened for a while, but the various colonies got cut off from each other in the Age of Strife and people started differentiating again due to natural evolution. So the Space Wolves for example aren't (entirely) Scandinavian, they're descended from generically tan colonists who evolved to look white due to bring exposed to the same evolutionary pressures as the early Northern Europeans for generations on end.

I imagine a lot of planets do have similar demographics to what we have irl, but most Civvies have basically no opportunity to experience life outside the community they we're born to (unless they get tithed).
