Honestly? Or if you just want to print off an image, using Gimp and a grid template is fine. As far as professional maps, they are often behind expensive pay gates with a few free samples to sift through. If you can stomach it, doodle image searches might work for a bit.

Leddit unironically has a bunch of battlemaps you can download. Some of them are just low-res previews for a Patreon, but it is worth checking the Patreon links too, because some of them have $0 subscription levels. For example, NebulaMaps, AtaraxianBear, and BearworksModern (no relation) have given me some good material for my sci-fi and modern games, for free.

I also make my own maps when I have a specific concept in mind, or can't find something suitable. Deepnight RPG Map 2 is free and has a decent set of features, though it has an SNES vibe to its style. There are map making programs on Steam as well, just check what kind of Workshop support they have; the more free asset packs, the better.

Any game master worth his cape knows that when you run a dungeon on a VTT you don't present your unkeyed map to the players at a 1:1 scale. You instead show something akin to what you posted but without the numbers on it.
Then when fights happen, you zoom into a different map that has the 1:1 details of the room. A lot of rooms can just be drawn on the fly onto a blank scene in the VTT, but any planned combat encounter should have its own setpiece map.

This is the sauce. Provide a set-piece map that conveys the tone of the area you're exploring (town, forest, whatever) and then have maps ready to zoom in and engage with.

I make mine on Inkarnate. Battle, city and world. I use maps primarily as setting pieces rather than any particular concern for tracking individual locations. It helps focus my players and keep them grounded, as well as give them ideas.
