Just be durable enough an have regeneration and you can just shrug off their attacks or if your a magical precog you can just cast a spell where they are going to be or cast spells trough other means like sympathetic bonds, time manipulators can probably just slow them down. If you have a high powered instantaneous AOE attack like a death field or something that would work, domains that inflict curses, maladies or some other restrictions are also great.

He can't learn anything while going super fast, and if he's seriously injured, his speed interferes with medical treatment.Speedsters are classic glass cannons and one trick ponies. Rarely smart, strong, or able to take a punch, they go really, really fast, and that's it. Countermeasures exploit the fact that their best (and only) move is speed. Poison their food, so that going fast just spreads the poison quicker. Spread oil slicks so that they can't stop, and go flying past you when they rush in. Set up situations where they have to actually stop and think, and can't just try every possible combination to a puzzle/lock. Theoretically flying would be a great defense, but there always seems to be a ramp nearby, so they can just make a running leap at you. Some supervillains have had luck going into outer space, though. And while massive AoE (Area of Effect) attacks, like blowing up the planet, technically work, they tend to piss off third parties who help or avenge the speedster.
