For what purpose?

Larger scales allow for greater detail, so could be called superior for individual display.

But as game pieces, the scale of the miniature explicitly informs the scale of the game, vis a vis concerns like play space requirements, or number of models.

If you were to play a rank and flank game with 33 mm scale models, you would get less use out of your playspace than the same game with 28mm scale models.

Even smaller scales, like 10mm allow mass combat games to be played on even smaller tables; like Epic, or Warmachine.
