After all, he was working with other people's IP, which is based on Gamma World and GURPS, he himself was probably inspired by BRP. And it isn't something you can ignore because a lot of the character traits tie into the looting and crafting mechanics. The implied game loop is that the GM will randomly roll up encounters with randomized loot for the PCs to interact with. Like I say, a lot of the games rules tie into this system. And, because they are assholes, the actual encounter and loot tables aren't in the core rulebook, they expect you to buy the GM kit to actually get those tables.So, basically, it's a poorly implemented version of an already bad idea, and the core rulebook isn't even feature complete.
