I actually did something like this in a game.Instead of goblins, the land was being attacked by fey-descended creatures who resembled short humanoid rabbit-ish creatures. They lived in burrows and had a matriarchal structure, with each warhost having a large foul tempered queen. They were pretty desructive and regarded as pests until their burrow got large enough, after which they would form armies and sack towns.I described them like they were fur-covered goblins but in truth I could only picture them as Max from Sam & Max.

We were never able to completely eradicate the demon infestation, a few lesser demon rabbits got away and our DM implied that while we stopped the growth for a year or two, the problem will just come back, maybe even worse.
