Pain tokens are now spent on activation rather than at start of turn so you aren't gambling on that ravager/scourges/whatever to crack open that rhino so the pain token you spent on your warriors might be completely wasted. You generate MORE pain tokens now in general, significantly so with realspace raiders. A race like the eldar or tau needing to walk up to within a few dozen meters of you to shoot you makes no sense.
