My friends and I are starting a WFRP campaign soon, and I plan to play a halfling. I'm hoping to incorporate enough of the halfling "overly laid-back"/silly'/slightly-kleptomaniacal personality to be distinctive without going full kender.

Aside from, you know, talking to people, are there any tips for making halflings a little whimsical and childish without being annoying?

Describe the way they walk without a care for anything, even skipping sometimes.

Give them a habit they do while in dungeons or stressful situations that make them seem more silly, like whistling.

Have them not correct others when they are seen as an actual child, until it's time to drink.

Get the lucky feat and never let them fail anything.

In all, just have fun as a player, cause that will bleed into your character.

That's just Bilbo at the start, and let's face it: he was basically shangai'd by Gandalf's zany schemes. You would smell something fishy too on with a bunch of NEET dwarves making you their "burglar", and rightly so.

Most hobbits we see like the idea of adventures or at least seeing the world outside: Sam especially, but Pippin and to an extent Merry too. Frodo is the one that one the start understands the weight of the Ring, but oddly enough he's the execption.

It would seem to me that Tolkien intended a consistent minority of hobbits to be at least open to the idea of going outside the Shire.

I think it's also notable that they're all pretty young.

Tolkien based the Shire heavily on little English country villages, and it's a trope there (I mean, in lots of places) that some number of young people will get stars in their eyes and go to the big city instead of just hanging on to work as a hired hand on their dad's farm which their brother will later inherit. Enough of those people later return and settle down to be boring to reassure everyone that the outside is terrible (this is a confirmation bias, because the ones who prosper outside just don't come back).

Aside from being short, hobbits are basically generic rural people, except that they're unusually prosperous and their love of food and leisure is exaggerated.

Problem is what do you call them? Hobbits, Brownies, Halflings, Kithkin, etc? Their biggest problem is there are often stuck between Ghomes, and Dwarves as the short human like race. You don't get a locked named for them so people skip for other something unique or familiar. Though they do have a fanbase. Just like Dwarfs just a little smaller and off to their own rather than fighting with another group.

Had a DM make an entirely short-folk campaign (halflings, goblins, kobolds, and gnomes). The four big-folk races (humans, elves, dwarves, and orcs) finally had The War to End All Wars and successfully genocided themselves. With all of civilization dead and none of the big-folk to keep the other monsters and magics in check, the short-folk have to fend for themselves and retake the major cities for their own survival.
Suddenly ordinary buildings are massive and labyrinthine. Regular predators are fearsome beasts again. You're playing as races that really DON'T know anything about major places, so everything is new and mysterious.

In B/X you could subdue a dragon by saying you're using "the flat of your blade" and you'd do non-lethal dmg (something along those lines), and when he got to 0 hp he'd surrender out of embarrassment. Same thing with halflings, during combat you can hold them at arm's length while they're swinging their weapon toddler-style in a windmill. Maybe rest a potion on their head. They'll give up and the female ones will join you as your concubine.

Games usually don't well-model the advantages of being tiny. It requires an environment made of Swiss cheese where all kinds of things that are normally obstructions are instead your unique and exclusive source of cover and concealment, not to mention routes outright impossible for others. A wagon is a bunker, an AC vent is a crawlspace, every piece of furniture is defilade, every piece of scrub brush makes you invisible. Actually dealing with something the size of a 5 year old but with the mental acuity and will of an adult would range from infuriating to nightmare fuel, but that's hard to turn into numbers.
