Would primarislop, in theory, be more interesting and better integrated into the lore if they were created by a haemonculi who wanted to fuck around with geneseed and some human managed to escape with his designs?

We already had multiple established super-Marine projects that made significant progress. I'd just make the initial mixed-list situation diegetic with "first-wave" Primaris Marines still suffering geneseed flaws, step-yield problems surrounding genome stability, having some niche-forcing downsides, etc, then dredge up all the others (with at least one book for each showing them off) and explain them being ordered by Grandpa Smurf to help Cawl finish. Geneseed flaws fixed by finishing the 21st Founding's partial success on the matter, Raptor project providing the stability and a cleaner retrofit framework, prying something the Grey Knights are doing out of the cold dead hands of a Grandmaster, and so on.

Primaris are bad from an army design perspective because a lot of the cohesion you see in CSM doesn't exist in the SM range. Like you can kitbash and counts as a lot of warbands and legions that otherwise have poor representation- Iron Warriors can get their mk3 helmets from HH, then throw in havocs and warpsmith and obliterators and forgefiends and it's bevery lorefully organized. SMs are missing so many things that making a good White Scars army is shit. Some armies like Iron Hands aren't properly represented by the existing techmarines, don't have the ability to run battle servitors and other shit that used to be in the older ranges. The primaris were designed for a very generic range in mind and this has only been corrected with newer sub-armies like SWs and BTs that get all their special boy stuff. Meanwhile Khan on Bike, or even Captain on Bike doesn't exist for White Scars and there isn't any kind of heavy bike or anything.

To me it is less about their existence as a concept and more that their inclusion is completely unearned and comes completely out of nowhere for the most part. If the Primaris project had been a key ongoing plot point, maybe even one started by the Emperor as a Plan B or something and carried on by Robute and Cawl out of necessity then it would feel more organic. And their emergence should have caused a significant schism and civil war to some real extent. Even if it ultimately resulted in the same outcome of real Astartes, aka 'Firstborn', being phased out at least it would feel like the whole replacement was earned. Besides that it otherwise boils down to the armour and unit concepts being designed by retards and bean counters without real thought put into their function, form, and placement in the overall military structure of the Space Marines.
